The Federal Club occupies rolling terrain in southwest Hanover County, approximately 10 minutes from the Short Pump area of Richmond on Virginia's northwest corridor.

The Federal Club opened in 2007 as part of the Mountain Run residential development in Glen Allen, Hanover County. The course was designed by Arnold Palmer alongside long-time collaborator Ed Seay and Harrison Minchew Golf Course Architecture — the same team responsible for the bentgrass-from-tee-to-green specification that defines the layout.
The club entered financial difficulty and filed for bankruptcy in 2010. New ownership subsequently assumed management, investing in course improvements and infrastructure. A 25,000-square-foot clubhouse was completed in 2016, incorporating event spaces, an enlarged pro shop and dining facilities overlooking the 18th green. The development of the surrounding Mountain Run community has continued to expand around the course in the years since reopening.
The Federal Club's par-72 layout offers six sets of tees, ranging from the 7,073-yard (6,467 metres) Black tees down through White, Gold and Red options. Bentgrass covers tees, fairways and greens throughout, with bluegrass fescue roughs. The course rating of 74.1 and slope of 145 reflect a layout built around scalloped bunker complexes, undulating bentgrass greens and strategic water features — most notably on the par-4 18th, a 430-yard downhill closing hole where water protects the green on the right and multiple fairway bunkers divide the driving zone.
A Trackman Golf Performance Center, full driving range, putting green, chipping area and short game practice zone sit alongside the clubhouse. Two lit hard-surface tennis courts and a swimming complex with multiple pools complete the club's amenity offering.
