The transformation began when the Witkoff Group and PPG Development purchased the former Diplomat Golf & Tennis Club property in 2019. The exclusive southeast Florida club was the former home for the Diplomat Golf Course, designed by Joe Lee which opened in 2000 as a complete redesign of the original 1958 Red Lawrence layout.
Norman's team completely scrapped the existing Joe Lee design, creating an entirely new routing on freshly sand-capped ground, adding elevation changes to formerly flat terrain. The ambitious project required filling every lake and replanting over 4,000 trees to achieve Norman's vision.
The club opened on October 3, 2023, with an initial membership initiation fee of £760,000 ($1 million), which has since increased to £1.03 million ($1.35 million). The invitation-only Shell Bay Club operates on a no-tee-times policy with a caddy programme.
The championship course stretches 7,254 yards with a course rating of 76.1 and slope rating of 148, making it one of South Florida's longest and most challenging layouts. The walkable routing showcases Norman's Australian Sandbelt influence.
Norman opted to include double-greens at three different intervals to maximise the compact site's potential. These shared putting surfaces appear at the 3rd/5th, 11th/15th, and 12th/14th holes, creating strategic shotmaking challenges reminiscent of St. Andrews' Old Course design philosophy.
Water features prominently throughout the layout, particularly from the championship tees. The signature 2nd hole features an island green.
Norman drew inspiration from Australia's renowned Sandbelt region for Shell Bay's distinctive bunker style. "When the partners at Shell Bay asked what we could do with the course design to make it exceptional and unique, I immediately knew that an effective Sandbelt-inspired bunkering concept would be one of the key features" Norman explained.
The 12th is one of the best two-shot holes at Shell Bay. Unlike much of the course, which follows a north/south and south/north direction, the 12th works a line of play to the east. This 442-yard par-4 shares its green with the 187-yard 14th hole, creating precise distance and directional calculations when pins occupy the connecting corridor.
The comprehensive practice facilities span 12 acres and include a nine-hole par-3 course featuring punchbowl, Redan, and double-plateau green complexes.
